Just tried this, and I got the same problem.

I set a one-day step size for the time labels, and January 1 appeared
twice. We have a leap second coming up at the end of December.

I made a similar trail, starting on 2012 Apr 1 and going into late 2012,
right past the leap second that was inserted on 2012 June 30. Sure enough,
July 1 got two labels. %$*!&@^# leap seconds...

I think I have a solution. Just testing it to make sure I haven't created
two bugs while fixing one.
