No, it makes perfect sens to every one who knows that an administrator profile doesn't contain all privileges of an administrator. Don't forget you're talking about Windows and not about a real operating system, with which you operate things.
It will take the next twenty years for M-Soft to get their OS where OS like Linux have been the last 20 years. Hopefully the users of current Windows will evolve, too, in that time and learn to understand how things work.
Read the release notes for your version so you know what they changed.
If you are sick of such situations, get Linux because wine is your friend!

I resolved the problem by simply running Guide 9 as administrator. Must only make sense to a Microsoft engineer/developer as my profile is already "administrator".
