I've looked all around the northern part of the sky.  I've even changed the settings to "Show at 0 to 10" with labels on and moved around the northern part of the sky.  No sign of URAT1 stars and the urat1.txt file still has size 0, although the time stamp of that file updated, as did the time stamp on urat1.tdf.
