I've been getting it from

without trouble. Just tried it again, and it took quite a while
(maybe a minute) to make the connection. The download itself was
fast.

And now I see that my on-line satellite identification service,
at http://www.projectpluto.com/sat_id2.htm , had a hiccup when it
tried its daily download of ALL_TLE.ZIP today. It got a corrupted
file 176 bytes long (as opposed to the usual 870 KBytes or so). So
there does seem to be an intermittent issue here... though at no
point have I been asked for a password.
