Hmmm... that _ought_ to work.
As a test, try this file :

This includes observations of 2019 PB and 2003 SO360, your
linkage from MPEC 2019-T76. The top line is COM Combine all.
If that works, you can compare to the file that's failing and
perhaps see some difference that explains why it's not working
on your file.
As an alternative, you can try :

Here, the first observation for 2003 SO360 is preceded by
the line
COM = K19P00B
The 'COM =' line tells Find_Orb that the next observation it
sees is actually of the specified object. It can be useful if
you've got data for, say, five objects in a file, and want
to see if B = C, or maybe B = C = E and A = D; you don't have
to actually combine _all_ observations. You can be a little
more selective.
Better still, of course, would be if you didn't have to
muck around with any of this; you should be able to load the
file normally, see all the designations, click on one, and
then Ctrl-click on one or more additional designations, telling
Find_Orb that all the observations in question should be loaded
as a single object. That's on my "to do" list.
