Yes. Parts of it will resemble the existing Monte Carlo code,
including the idea of adding noise to the observations. Ignoring
that noise could prove to be a big problem, especially with
shorter arcs.
The big difference between MC and SR (at least from the viewpoint
of Find_Orb) is that in MC, after adding the noise to the observations,
a "best-fit" orbit is then found to the resulting observations. In SR,
the program figures out possible ranges to those observations that
wouldn't lead to an hyperbolic orbit, and then semi-randomly generates
orbits within those ranges. It seems to work pretty well.
