Thank you, you're right; the first observation gets omitted.
I see why, and should be able to fix it without much trouble.

My thanks also to Andy Puckett, who pointed out off-list that,
while uncertainties are given for orbital elements, they weren't
given on the ephemerides. That's now fixed and posted.

Quite a while back, I displayed NEOCP astrometry in pseudo-MPECs
without modifications. In late 2009, MPC asked me not to. The
positions are not really supposed to be redistributed until the
object is officially designated, and I think some surveys have
been rather insistent upon this.

I got around this by ensuring that, in the pseudo-MPEC, the
NEOCP positions are replaced with pseudo-random bytes, then shown
in black, with a note that they have been 'redacted' and that the
raw data is available on NEOCP.

CSS has kindly given permission for their astrometry to be
redistributed, which is why (703) and (G96) data from NEOCP is
_not_ redacted :

If you're an observer who would prefer not to have your NEOCP
data redacted and is OK with your data being redistributed, please
let me know. I can add your observatory code to those for CSS.
