MPC's MPEC 2013-Q24, identifying it as 2013 QW1

This is actually a slightly adjusted least-squares fit to recent data, moved by 0.77 sigmas along the line of variations to allow a reasonable match to observations made in 2012. The validity of this approach is definitely open to question. However, since this object displays the usual weird non-gravitational forces that apply to old space junk, I don't think we can do much better.
